PROBLEM TO BE SOLVED: To provide a developer layer regulating member, an image forming device equipped with the regulating member and an image forming method using the image forming device capable of preventing a white stripe or fogging from occurring on an image and obtaining the stable image without irregular density by stably performing the electrification of toner and the formation of a developer layer over a long term. SOLUTION: This developer layer regulating member 5 for forming the developer layer on a developer carrier 3 is provided with a resin layer incorporating a polymer constituted by polymerizing a monomer having at least perfluoroalkyl group on its surface. Then, the regulating member 5 having such characteristic, the image forming device equipped with the regulating member 5 and the image forming method are provided.
