PROBLEM TO BE SOLVED: To provide a developing device capable of restraining or preventing the scattering of developer at the carrying-out part of a developing container through which magnetic developer is carried out, and also to provide a process cartridge equipped with the developing device and further an image forming device. SOLUTION: In this image forming device of a process cartridge loading/ unloading type, the developing device is incorporated in the cartridge. In the developing device, a magnet member 34 having shape obtained by dividing a ring nearly into half is arranged at both ends of a developing sleeve 31 so as to hold a specified gap (g) with the outer peripheral surface of the sleeve 31 in the vicinity of a position where the magnetic toner stored in the developing container is carried out to the outside of the developing container. The magnetic pole N2 of a magnet roller 32 inside the sleeve is arranged on the downstream side from the member 34 and the forward magnetic field N-S is formed by the magnetic pole N2 of the roller 32 and the magnetic pole S14 of the member 34.
