PROBLEM TO BE SOLVED: To utilize effectively a limited frequency in the selection method of carrier (frequency) in the system where a radio base station and a mobile station make communication by using a radio packet. SOLUTION: A radio base station sends a notice signal periodically with a frequency selected by the method as below and a beacon to establish timing synchronization of a ratio packet signal to mobile stations and measures an interference wave level of each frequency. When the level is the permitted one or below (S-21:Y), the frequency with the highest interference wave level is selected (S-22), and when the interference level is less than the permissible interference wave level at part of frequencies (S-21:N, S-23:Y), the frequency with the highest interference level is selected (S-24). When the interference level is the permissible interference level or higher for all frequencies (S-23:N), the number of interference waves exceeding the permissible interference wave level is counted by receiving the beacon (S-25). When the number is one (S-26:Y), the frequency is selected (S-27), and when frequencies with the least interference number are 2 or more (S-26:N), the frequency with the highest interference level is selected (S-28).
