PROBLEM TO BE SOLVED: To improve encoding efficiency by positively combining plural types of encoding systems. SOLUTION: A first encoder 5 encodes whether a predicted error is zero or not. A second encoder 6 encodes the predicted error when the predicted error is not zero. A third encoder 8 encodes the predicted error although the predicted error is zero or not. A mode judgment unit 2 judges a mode and an encoding control part 11 selectively operates the first, second and third encoders 5, 6 and 8 in accordance with the judged mode.
