PROBLEM TO BE SOLVED: To start various services served in a proper timing in response to a status of the system when a mobile terminal being a call destination does not replay a call. SOLUTION: An incoming call non-reply time that denotes a wait time of a reply of an incoming reply signal from a mobile terminal 3 after a base station 2 sends an incoming call signal to the mobile terminal 3 in existence in a call area of the base station 2 is managed in a database 16 in cross reference with respective call areas 4. An incoming call non-reply detection section 14 starts various services for non-reply when no incoming call replay signal is returned in excess of a time denoted by the incoming call non-reply time. An incoming call non-reply time reversion section 15 measures the traffic intensity for a predetermined period and revises the incoming call non-reply time managed by the database 16 based on the measurement. |
