The invention concerns a system for dispensing parking rights to a user provided with a prepaid electronic memory card, called user-card (10), supplied by a parking operator (OP) and usable in parking checkout stations (H) managed by said operator. The invention is characterised in that said system comprises at least one dispensing site (V) equipped with an electronic memory card reader (200) with double insertion, capable of receiving said user-card (10) and an electronic memory card (20), called dispenser-card, containing parking rights allocated by the parking operator (OP) so as to transfer parking rights from the dispenser-card (20) to the user-card (10). The invention is applicable to motor vehicles in an urban environment.
