PROBLEM TO BE SOLVED: To obtain a steel plate having no uneven face brightness by adjusting a compound ofδFe value and S content in a specific range and setting a cast speed in a specific limit at an ingot stage of the steel. SOLUTION:δFe value (cal.) is shown by a formula; 3.2×(Cr+1.5Si+Mo+0.5 Nb+0.5Ti)-2.5×(Ni+0.5Mn+0.3Cu+30C+30N)-24.7 and a compound value in the formula indicates mass%. Compounds ofδFe value and S content at the ingot stage of the steel are adjusted in a range to satisfy, S<=0.002 mass% and -6.0<=δFe value (cal.)<=-5000×S(%)+17.0; 0.002 mass%
