A tire chain wrapper (10) for a dual wheel (14) and the method of mounting a tire chain (12) on a dual wheel (14) using the device described herein. The wrapper (10) includes a securing bar (30) for securing an end of the tire chain (12) to the dual wheel (14), a connecting rope (32) pivotally attached at one end (50) to the midpoint of the securing bar (30), the rope (32) being adapted to extend between the tires of the dual wheel (14), and a rigid plastic retaining disk (34) attached to another end (52) of the connecting rod (32) and being adapted to engage the wheel rims (24) and thereby retain the securing bar (30) over the tire chain (12). After installation of the wrapper (10), the vehicle is driven forward to wrap the chain (12) around the tire (22). The ends of the chain (12) are hooked together, and the tire chain wrapper (12) is removed from the tire (22).
