PROBLEM TO BE SOLVED: To retrieve a video in a short time by immediately displaying a still picture corresponding to a stop position in the case of stopping the movement of a knob during the operation of a slider. SOLUTION: A video transmitting device 101 is provided with a picture providing part 105 for reading a video storing file 104, and fetching and transmitting a still picture. A video receiving device 102 is provided with a picture developing part 111 for receiving and immediately displaying the still picture. When a user stops the movement of the knob of a slider 115 for designating the reproduction starting time of a video while dragging it, the still picture corresponding to the position of the knob is immediately acquired, and displayed on a screen. Thus, a waiting time for the video reproduction is not required so that an objective scene can be retrieved in a short time. |
