PROBLEM TO BE SOLVED: To prevent the deterioration of efficiency due to encoding in a search range based on only a past motion vector or the maximum value of a motion vector. SOLUTION: A search range deciding part decides the search range of a motion vector from the maximum value of an absolute value detected by a maximum value detecting part 103 from the motion vector of moving image data S101 detected by a first motion vector detecting part 102, and the mean value of the absolute value calculated by a mean value calculating part. Movement compensation is operated by a motion vector with frames before and after a frame to be encoded which is detected by a second motion vector detecting part 106 based on that. Then, encoded data are outputted from a variable length encoding part 107. |
