PROBLEM TO BE SOLVED: To obtain the subject composition excellent in water vapor permeability and water pressure resistance and capable of further imparting antifouling properties by dispersing oligomer or polymer fine particles substantially incompatible with an organic solvent and a polyurethane resin in a polyurethane resin solution. SOLUTION: This composition is obtained by dispersing (B) oligomer or polymer fine particles, substantially incompatible with an organic solvent and a polyurethane resin and having a urea bond and an organopolysiloxane group (preferably a tetraalkyldisiloxane group or a polydialkylsiloxane group) in the molecule in (A) a polyurethane resin solution. The component A is preferably the one applicable to a wet film-forming method. The amount of the component B is preferably 0.1-40 wt.% based on the solid content of the polyurethane resin which is the component A. The composition is prepared by initially dispersing an isocyanate group-containing compound containing the organopolysiloxane group in the component A, then dropping an amino group-containing compound thereinto or the like and thereby reacting both the compounds.
