PROBLEM TO BE SOLVED: To improve the reliability of the electronic conference system by optimizing of information stored in a transmission queue or warranting the sequence of the information. SOLUTION: In the case of building up an electronic conference system adopting the store and forward exchange type communication section among plural sites which are separated geographically, the information amount of information exchange among sites is reduced by deleting series of information providing no change as a result such as creation, revision and deletion of an object among information stored in a transmission queue 18 to improve the communication efficiency. In the case of sending information to other sites, on the occurrence of a transmission error, a site being a transmission destination where the transmission error takes place is registered in a management table, the transmission to a site registered in succeeding transmission is skipped and the sequence of the information sent in the site is warranted.
