PROBLEM TO BE SOLVED: To economically attain mobile object communication by making it unnecessary to provide plural ground base stations even among mountains. SOLUTION: When the signal level of a control channel from each ground base station 2a and 2b is less than a prescribed value, or when any empty speech channel is not designated from the ground base stations 2a and 2b, a mobile object communication device 11 loaded on an automobile 1 controls communication through a space satellite base station 3 for the first time. In this case, when any empty channel for communication is not designated from the base station 3, it is judged that the signal level of the control channel from each base station 2a and 2b is scanned.
