SOLUTION: The user when purchasing a disk uses the disk and utilizes a public terminal 1 to follow a registering procedure for its payment using a credit card. In this case, when the public terminal 1 is used, the loaded disk and user are severely checked by both the public terminal 1 and a charging server 2a. A public terminal management company 2 shows the charge for user's use to a credit card company 3 through the management by the charging server 2a and demands the public terminal use charge Fpc. The credit card company 3 withdraws the use charge from the bank account of the user and pays the public terminal use charge Fpc to the public telephone management company 2 as the public terminal management company 2 shows the use charge. |
