PROBLEM TO BE SOLVED: To eliminate the delayed decision of a transmission allowable rate that is caused by the delayed arrival of a management cell by separating the transfer of the management cell between a transmitting or receiving device terminal and an individual device and also between the intra-system repeating installations. SOLUTION: This system consists of a switching system 1 comprising a transmitting individual part 4, a multiplexer 5, a switch 6, a multiplexer 7 and a receiving individual part 8, a transmitting external device 2 and a receiving external device 3. In an explicit rate(ER) calculation mode, an MACR(mean allowance cell rate) is calculated, based on the CCR(current cell rate) value included in a resource management(RM) cell of the forward direction. Then the radiation is decided based on the load observation of the number of receiving cells, and the queue length and the MACR is corrected to calculate the ER. If an MACR information FIFO memory includes the read data, the stored MACR information is read out as an HW/QCP. An MACR calculation average factor(AF) parameter is read from an AF table with the HW/QCP used as an address, and the MACR is calculated. |
