PROBLEM TO BE SOLVED: To provide a mobile communication system for preliminarily preventing the generation of a traffic accident or the like due to speech during automobile driving, and for controlling troublesome speech in a train or a bus or the like. SOLUTION: A moving speed detection controlling part 12 of a mobile equipment 1 detects the switching of a control channel or a speech channel or an identification number transmitted from a base station 2. A counter 13 counts the number of times of the switching. A moving speed detection controlling part 12 transmits a moving speed information signal to the base station 2 according to the compared result of the number of times of the count of the counter 13 with a threshold value. A call-out and call-in regulation controlling part 24 of the base station 2 judges whether the moving speed information signal is high speed movement or low speed movement. A speech controlling part 25 transmits a call-out and call-in regulation signal or a speech disconnection signal to the objective mobile equipment 1 when it is judged that the moving speed information signal is the high speed movement by the call-out and call-in regulation controlling part 24, and transmits a calling and incoming regulation release signal to the objective mobile equipment 1 when it is judged that it is the low speed movement. |
