<p>A pharmaceutical composition comprising a 1'alpha',24- -(OH)2-vitamin D3 cream contains: a therapeutically available quantity of 1'alpha',24-(OH)2-vitamin D3; an oily phase component comprising: a solid oil component comprising 5 - 20 parts by weight of white vaseline and 5 - 15 parts by weight of a higher alcohol, and a liquid oil component comprising 3 - 10 parts by weight of squalane; an aqueous phase component; and 2.5 - 7.5 parts by weight of two or more surfactants, wherein the ratio of the solid oil component to the liquid oil component is about 2 or above, the higher alcohol is a mixture of stearyl alcohol with cetyl alcohol with the weight ratio of stearyl alcohol to the mixture being about 0.65 to about 0.9, at least 50 percent by weight of the surfactants is at least one surfactant having an HLB value of about 5 or less, and the HLB value of the surfactants as a whole is about 8 to about 18.
