The heating system provided by forced air over a tubular, finned heat exchanger through which water, heated by the vehicle engine is passed, is augmented by a PTC heater inserted in the flow path to heat the water prior to the engine temperature being sufficiently raised. The heat exchanger (1) comprises a number of rectangular tubes (2a,2b,2c) on which are pressed a multitude of metallic fins (13) to transfer heat to air passing through the block. Flat PTC elements (5), held in insulating material (4), is contained within the tubes and are connected by spring contact rails (6) in the insulated end manifolds.
