PROBLEM TO BE SOLVED: To provide a cooling and heating panel having a superior strength in which a cooling and heating device can be installed easily by a method wherein the panels are manufactured in advance. SOLUTION: There are provided a mat-like pipe assembly which is comprised of a supplying side main pipe 3, a returning side main pipe 4 and a plurality of heat exchanging pipes 5 for connecting between these main pipes 3 and 4; an elongated plate-like retainer for keeping appropriate spaces between adjoining heat exchanging pipes 5; and a base plate 1. The pipe assembly is installed on the base plate 1 in a state in which the heat exchanging pipes 5 in the pipe assembly are held by retainers 10 and further beam members 18 are installed on the retainers. |
