PROBLEM TO BE SOLVED: To not only improve safety but to distribute reception information corresponding to the security levels of individual boarding persons by controlling information distribution in accordance with the situation of a vehicle. SOLUTION: A server control part 60 monitors driving speed which a speed information collection part 33 collects and monitors vehicle environment which a vehicle environment judgment part 41 judges. The server control part 60 calculates a load to a driver 200 from information and judges whether information can be distributed or not. The message received by an board communication unit 10 is stored in a multi-media server part 50. The server control part 60 informs the driver 20 of information which the multi-media server part 50 holds on a real time basis as it is when a present state is an information distribution possible one. When the present state is an information distribution impossible state and the received message is urgent, character data is converted into sound data and reception information is distributed to the driver 200.
