According to the invention, the membrane consists of an endo-oral component and two endo-osteal components; the endo-oral component consists of a rectangular smooth body (1), the first endo-osteal component consists of a body (2) with a cylindrical area (c), on which threading (d) is performed, the second endo-osteal component consists of a body (3) fitted with a cylindrical area (j) continued with a threading (k) on its lower half. According to the invention, the instrument kit consists of an austenite stainless steel case and comprises straight scissors (A) for tailoring membranes, curved scissors (B) for tailoring membranes, pliers for shaping membranes (C), pliers for membrane piercing (D), a toothed spiral drill (4), a drilling instrument (5), a screw fastening instrument (6) and tweezers (E). The surgical approach to controlled bone regeneration consists in mucoperiosteal incising and disengagement, in order to view the bone defect. Further on, pathological tissue is removed from the bone defect area, using the membrane tailoring scissors (A and/or B) and the pliers for shaping membranes (C). Using the pliers for membrane piercing (D), fastening holes are performed in the membrane (1) or in unperforated strip membranes, when such membranes are used. After the pathological bone tissue has been removed, the bone defect is augmented using natural and/or artificial bone, using the toothed spiral drill (4) with internal irrigation, and the membrane is fastened by using the cortical bone screw (2) and/or the spongeous bone screw (3).
