PROBLEM TO BE SOLVED: To distribute data without a time delay and without excessing of a total channel capacity of servers by calculating an assigned amount of the channel capacity and sending data based on the exceeded channel capacity, a data bit rate and a maximum acceptable number of clients in the case that it is discriminated that the number of connected clients is larger than the maximum acceptable number of clients. SOLUTION: A control section of a server discriminates whether or not a connection request comes from a client based on a reception signal of a reception section (31), and when the connection request is received, whether or not a connected client number C is greater than a maximum acceptable client number CMAX is discriminated (32). In the case that the number C is greater than the number CMAX, a frame rate is adjusted and transmission data amount is reduce. That is, the number of moving images to be distributed is thinned down at minimum to bring a total capacity of data required for connected clients into within a channel capacity of the server. A controller control section in the control section decides the assigned capacity of the channel to the clients through calculation (33). |
