PROBLEM TO BE SOLVED: To attain communication in an asymmetrical transmission line similar to that in a general network. SOLUTION: The system is provided with an outgoing frame processing means 15 that adds a destination address identified by cable MODEMs 2-1-2-4 to a frame received from a network 61 corresponding to a destination address in the frame, encapsulates the frame and transmits it to an outgoing channel, and with an incoming frame processing means 16 that extracts and sends a frame used by the network 61 in the encapsulated frame in the case of sending the encapsulated frame received from the cable MODEMs 2-1-2-4 and adds a destination address identified by the cable MODEMs 2-1-2-4 in the case that the frame is looped back and sent to the outgoing channel to the frame and encapsulates the frame and sends it to the outgoing channel.
