PROBLEM TO BE SOLVED: To improve the image quality by keeping a high coding efficiency in the image repetitive conversion coding/decoding while conducting high speed processing. SOLUTION: A received original image 100 is given to a resolution conversion section 42, where the resolution is converted and the obtained resolution conversion image is given to a 2nd block generating section 2, in which the image is divided into a 2nd block image and stored in an image memory section 3. The 2nd block image read from the image memory 3 is given to an image conversion generating section 7 and processed and fed to the block image 107 after conversion is fed to an approximated block retrieval section 4. The approximated block retrieval section 4 takes matching between the 1st block image 101 and the block image 107 after conversion and the block image minimizing both the errors is retrieved and selected and fed to a coding multiplexer section 9. |
