PROBLEM TO BE SOLVED: To provide a video signal processing method and a video signal processor that process a video image consisting of one image of 1080 lines and records image data corresponding to the entire image onto a magnetic tape or the like in the video signal processor whose processing object is an HDTV signal in compliance with the 1125/60 system. SOLUTION: A 1st pixel block consisting of horizontal 8 pixels×vertical 8 lines is used for a DCT block and a 2nd pixel block consisting of horizontal 16 pixels×vertical 4 lines is divided into partial blocks each consisting of horizontal 8 pixels×vertical 4 lines, and the two partial blocks are connected in the vertical direction to obtain a DCT block consisting of horizontal 8 pixels×vertical 8 lines so as to convert a digital HDTV video signal for one image into a data structure that is compression-coded.
