PROBLEM TO BE SOLVED: To set the rotating speed of a rotor in steady-state operation, so that the power attenuation of a constant-speed generator in a power system does not deteriorate, even if the rotating speed of a rotor of a variable speed synchronous machine reaches a maximum value or above or a minimum value or below, when a power system stabilizing equipment absorbs or discharges effective power. SOLUTION: A controller 101 of a power system stabilizing equipment 102 is provided with a means 11 for fetching system information from a power system, a means 12 for generating a system state based on the system information, a rotating speed command value determining means 13 which sets a rotating speed command value of a rotor 16 of a variable speed synchronous machine 103 in a steady-state operation, based on the system state and which calculates beforehand through simulation a transient change in rotating speed of the rotor of the variable speed synchronous machine caused by an accident in the power system or other causes and updates the rotating speed command value of the rotor in a steady-state operation based on the calculated result, and a means 14 for outputting the renewed rotating speed command value to the stabilizing equipment.
|
