The device has a wheeled base frame (10) with draw-bar (32), which is pivoted between rest and transport position. It is connected to a pivoted arm (34) with a roller (36) on the free end. The roller is lifted off the ground when in rest position, and is on the ground when in transport position, to lift the pedestal (18) off the ground. The pivot movement of draw-bar and arm is limited by a stop, so that the arm is at a slight angle to the vertical when in transport position, and held in end position by the weight of the main frame.
