Permanent antistatic layers for photographic films are cast from a coating solution containing an acrylic polymer or gelatin, an ionic polymer, a silane compound as hardening agent. A process for making a photographic film in which a film base material is subjected to a corona discharge or is treated with an aqueous solution consisting predominantly of an acrylic polymer and vinylidene chloride resin to form a primer layer on each face of the film base material, and the film base is provided with a permanent antistatic layer and an anti-halation layer formed successively over one face, and a gelatin subbing layer, a photosensitive layer and a protective layer formed successively over the other face. The permanent antistatic layer is formed using a coating solution comprising: (1) an acrylic polymer or gelatin; (2) an anionic polymer of formula (I); and (3) a hardener from silane compounds of formula (R3O)3-Si-(CH2)n-A (II) or (R4O)4-Si (III). In (I), R = H, COOH or 1-10 C alkyl;R1 = H or 1-5 C alkyl;R2 = H or Me; x and y = 1 or more; Z = -phenyl-SO3-G+, -alkyl-NH-CH2-SO3-G+, -CO-X-(CH2)m-N+(R5)3D- or a pyridyl group -C5H5N+(R5)2D-; G = Na, Li, K, Ca or Mg; X = -NH- or -O-; m = 2-4; R5 = H, Me or Et; and D = OH, Cl or Br. In (II), R3 = Me or Et;A = -Cl, -SH, -NH2 or glycidyl;n = a whole number 1-5. In (III), R3 = Me or Et.
