PROBLEM TO BE SOLVED: To recycle a waste material and prevent dioxine from being generated by injecting into an extruder a particulate material of synthetic resin from one of hoppers and fine grinds obtained by grinding paper from the other hopper and mixing these materials, then setting the mixing ratio of the fine grinds to the synthetic resin and further, monitoring the discharge state and the mixing state of these materials using a detector. SOLUTION: A torn paper material 1 and a granulate material 5 of synthetic resin are stored in hoppers 13, 12 respectively, and the torn paper material 1 is caused to fall from the hopper 13 by controlling the flow rate of a valve 14. Further, the torn paper material 1 is crushed using the rotor 2a of a grinder 2 with the help of a motor 8 and the fine grinds 3 are stored in a fine grind bearer 15 through a groove in the rotor 2b. Next, a specified amount of the fine grinds 3 is discharged into an extruder 4 by a motor 10 through controlling the flow rate of the valve 14. On the other hand, the particulate material 5 of the synthetic resin also passes through the valve 14, being injected into the extruder 4 at a specific blending ratio of the particulate material 5 to the fine grinds 3. The mixture thus obtained reaches a die 6. Besides, a detector is provided at a specified spot to monitor the discharge state and the mixing state of the mixture and an alarm is sounded or a warning is displayed when an abnormality is detected.
