PROBLEM TO BE SOLVED: To obtain a composition for water-based coating materials excellent in weatherability, water resistance and contamination resistance, substantially free from any organic solvent and slight in burden on the environment, by including fluororesin powder, a synthetic resin emulsion and a water-soluble resin. SOLUTION: This composition comprises (A) 10-1,000 pts.wt. of particles of a first resin, (B) 100 pts.wt. of particles of a second resin, and (C) 0.01-10 pts.wt. of a water-soluble resin and/or water-swellable resin, and also (D) such respective amounts of water and an emulsifier as to be enough to form an emulsion containing the component B; wherein it is preferable that component A has an average size of 0.01-10μm and consists of the first resin 500-20,000 in average molecular weight being a low-molecular weight polytetrafluoroethylene resin prepared by reaction of polytetrafluoroethylene with fluorine gas, and the second resin in the component B is e.g. an acrylic resin, acrylic silicone resin.
