PROBLEM TO BE SOLVED: To always correctly and accurately read a register printed on a seal material surface by discriminating whether or not a register is printed on the seal material surface by discriminating whether or not a range of a difference in a light reflection quantity falls within a constant allowable range. SOLUTION: A cutting plotter has a discriminating means 140 to discriminate whether or not a register is printed on a seal material 10 surface by discriminating whether or not a range of a difference in a light reflection quantity calculated by a second calculating means 130 falls within a constant allowable range. A range of a difference in a light reflection quantity calculated by a first calculating means 160 to a difference in a light reflection quantity stored in a storage means 120, is calculated by a second calculating means 130. Whether or not a range calculated by the second calculating means 130 falls within a constant allowable range is discriminated by a discriminating means 140. Whether or not a register is actually printed on a part estimated that a register on and after second one of the seal material 10 surface is printed, is discriminated.
