PROBLEM TO BE SOLVED: To provide an RGB signal converting method and device by which adjusting operations are entirely unnecessitated and which is capable of autonomously generating and outputting a digital RGB signal having optimum phases. SOLUTION: When the number of clocks per one line of a horizontal synchronizing signal Ssy applying a horizontal synchronization to an analog RGB signal Sa is defined as N, a sampling signal Ss is generated by synchronizing the analog RGB signal Sa to the horizontal synchronizing signal Ssy and also by subjecting it to an oversampling with the frequency of (n×N) multiple ((n) is an integer) of the horizontal synchronizing frequency Ssy. Then, plural delayed sampling signals Ss1, Ss2 are generated by respectively applying plural stages of delays corresponding to plural cycles of the frequency of (n×N) multiple of the horizontal synchronizing frequency Ssy to the sampling signal Ss and sampling signals Ss, Ss1, Ss2 are synchronized to the frequency of (n×N) multiple of the horizontal synchronizing frequency Ssy to be outputted and either of the sampling signals Ss or Ss1 or Ss2 is selected corresponding to combinations among the sampling signals Ss, Ss1, Ss2.
