PROBLEM TO BE SOLVED: To allow a single device to execute a processing of measuring a number of moving objects passing by an observation position or a processing of detecting passing of a suspicious object and notifying of it through proper selection. SOLUTION: A man sensor 1, consisting of a projector 1a and a light- receiving device 1b is placed on a prescribed observing line L. A passenger sensing section 3 receives a sensing output from the man sensor 1 to sense a person passing by the observation line L. A person number measurement section 5 uses the sensing output of the passenger sensing section 3 to measure number of passengers passing by the observation line L, and an intruder sensing section 6 regards the sensed passenger as an intruder and activates a notice section 8. A switch section 4 switches the sensing output of the passenger sending section 3 for the person number measurement section 5 or the intruder sensing section 6 to allow only either one of both the sections for executing the relevant processing to be executed.
