PROBLEM TO BE SOLVED: To reduce an information amount while keeping voice quality by separately setting a range of quantization in a positive area and a negative area of the voice data, separately quantizing in the case of being a positive code of a voice sample value and a negative code and obtaining a voice code. SOLUTION: Time sequence of an information compressed sample value (waveform encoded data) is outputted from an input part 12. A code decision part 13 decides a positive/negative code at every sample value. A quantization table selection part 14 selects either one between a positive quantization table 15a and a negative quantization table 15b of the quantization table 15 from the code decision result. An encoding part 16 encodes the sample value by using a selected encoding cable, and inserts a prescribed code switch discrimination code into the code data of the sample value, that is, the time sequence of the voice code when the positive/negative code of the sample value is switched. The result code data are outputted from a code output part 17 to a storage medium and a network, etc. |
