PROBLEM TO BE SOLVED: To efficiently lead drain to a collection tray or the like without storing the drain in the fin of an heat-absorbing part. SOLUTION: A heat sink 13 at the heat-absorbing side of a Peltier cooling device 10 of a rice bin device 1 has a base 31 and a plurality of fins 32 being mounted on the surface of the base 31. The longitudinal direction of the fin 32 coincides with the circulation direction of the cooling wind of a circulation layer 11. A cross direction H of the fin 32 inclines downward toward a tip 32a of the fin 32. The surface of the fin 32 is subjected to hydrophilic treatment. Therefore, the drain 32 being generated at the fin 32 flows on a fin surface and drops from the tip of the fin 32 to a lower collection tray 21, thus efficiently collecting drain 30 being generated at the fin 32.
