摘要 <p>PROBLEM TO BE SOLVED: To speed up a transmission speed by preventing overflows of a channel and to make a subjective image quality deterioration by a human visual system unfelt by adjusting data corresponding to high frequency pair of angle elements from a video frame structure outputted from a discrete wavelet converter, in accordance with the cumulative amount of a channel buffer. SOLUTION: A multiplexer 80 imprints an AC and DC compression signals to a channel buffer 90. After the channel buffer 90 accumulates these signals, it transmits them to a network through the channel. A buffer controller 100 compares a video compressed signal accumulated in the channel buffer 90 with first, second and third reference values and outputs first, second and third processing step signals. A vector assembler 20 controls through these processing step signals the elimination of data of frequency band which an less sensitive in a human visual system out of wavelet videos outputted from a discrete wavelet converter 10.</p>
