PROBLEM TO BE SOLVED: To achieve an air conditioning control which enabled saving of energy while making human beings feel comfortable. SOLUTION: An air conditioning controller 10 in an air conditioning system 1 calculates a discomfort index based on data from a temperature sensor 31 and a moisture sensor 32 in a room 99 and the calculated discomfort index is corrected based on data from a wind volume sensor 33, a wind pressure sensor 34 and a wind velocity sensor 35 in the chamber 99 to calculate the degree of discomfort allowed for effect by an air current. A comfortable range is set based on a new standard effective temperature and moisture as index of comfortability stored in an ROM 12 and the calculated degree of discomfort so that the temperature and moisture in the chamber 99 are shifted to the target temperature and the target moisture within the comfortable range through an air conditioning device 20. At this point, the target temperature and the target moisture are set to minimize the operation load of the air conditioning device 20.
