PROBLEM TO BE SOLVED: To provide an image forming device where developing performance is improved, a phenomenon such as voids, is prevented, and a scavenging phenomenon is not caused. SOLUTION: Developer 4 passing through a developing area P1 by a developing sleeve 42 on an upstream side in the rotating direction of a photoreceptor drum 39 is all carried on a developing sleeve 43 on a downstream side. By applying specified developing bias on the sleeve 43 at a developing area P2 on the downstream side, non-magnetic toner 5 in the developer 4 is transferred to the drum 39 so as to carry out development. The weight ratio of the non- magnetic toner to magnetic carrier in the developer 4 on the sleeve 43 on the downstream side of the developing are P2 is set to >=3%. |
