PROBLEM TO BE SOLVED: To obtain a signal output controller excellent in response to a driver in which a specified operation is executed smoothly. SOLUTION: A first comparator 13 makes a decision whether an L level pulse width time stored in a first on-frequency division ratio setting register 11 has elapsed or not and delivers a time elapse signal it that time has elapsed. A second comparator 14 makes a decision whether an H level pulse width time stored in a second on-frequency division ratio setting register 12 has elapsed or not and delivers a time elapse signal if that time has elapsed. An output signal holding circuit 16 delivers an H level signal pulse upon receiving a time elapse signal from the first comparator 13, and delivers an L level signal pulse upon receiving a time elapse signal from the second comparator 14.
