PROBLEM TO BE SOLVED: To uniformly mix a plurality of kinds of powder with different density difference, while grinding them efficiently without any risk of oxidizing powder, and to miniaturize a system and to enable the system to be maintained easily. SOLUTION: Uranium oxide powder, plutonium oxide powder, and a dry collection powder obtained by grinding uranium/plutonium mixed oxide sintered body are weighed to obtain a specific plutonium contents, the powders are roughly mixed by a mixer, the mixed powder is finely ground by a jet mill 16 and at the same time is uniformly mixed, the uniformly mixed powder is discharged from the jet mill 16 with compression air, and 90% or more of the discharged powder is separated from air by a first-stage cyclone 18 and is collected.
