PROBLEM TO BE SOLVED: To judge an area where an isolated point is removed by means of a simple circuit by comparing the density of a matrix outer peripheral picture element with a picture element to be considered as a center with an optional threshold value and obtaining the logical product of the comparison result. SOLUTION: The density of the outer peripheral picture element of the (m)×(n) ((m) and (n) are integers) with the picture element to be considered as a center is compared with the optional threshold value. That is, picture data 4 are inputted to an isolated point removing area detecting circuit 2 and matrix data selected by data 26 of a varial magnification, etc., in a selector 23 are compared with the threshold value 27 by a comparing circuit 24. Then, the logical product of the comparison result in the comparing circuit 24 is transmitted to the selector 33 as a detection result. The threshold value 27 is optionally set. Then, a filter output is changed-over into one of an MTF filter 31 or a smoothing filter 32 in accordance with the logical product of the comparison result in the selector 33 and a gradation processing is executed so that the isolated point is removed.
