PROBLEM TO BE SOLVED: To effectively generate a boundary block by using plural adjacent pixels decided in pixel value, calculating weighted average corresponding to respective boundary pixels in a barrier block comparing the respective weighted averages with a first binary, allocating either one of the first or a second binary to respective boundary pixels and forming the boundary block. SOLUTION: Current BAB data supplied by a BAB mode selection part are supplied to a weighted average calculation part 120 and a current boundary BAB formation part 160 respectively. A boundary pixel decision part 140 compares each weighted average generated from the weighted average calculation part 120 with one of the bigger binary pixel value of the two. If the weighted average is >=2/3 of the bigger binary pixel value as a result of the comparison, the bigger binary pixel value is allocated to the boundary pixel concerned, and if the weighted average is <2/3, the same boundary allocation as in the conventional case applies. The current boundary BAB data are supplied to an intra-CAE part 52-1 and an inter-CAE part 52-2. |
