PROBLEM TO BE SOLVED: To provide an entering managing device which is used in an open environment where general-purpose network and procedure are used, which has a mutual certification function and which prevents security information from leaking. SOLUTION: This entering managing device is provided with a host computer 1 connected through a general-purpose network line 4 and the arbitrary number of terminal units for managing entering by the controlling of a door. The host computer 1 is provided with a card reader/writer reading/writing information of an IC card, where information of a certification key for security management has been stored previously. The respective terminal units are provided with card readers 2A-2D reading information of a certification key which is previously stored in the IC card of a host computer 1-side and information of the IC card 30 where information of the characteristic certification keys are stored.
