SOLUTION: In the case replacing a commercial 1 for instance in a transport stream transmitted from a main station with the commercial N in a branch station and transmitting it, the bit rate of the commercial 1 and the commercial N is decided beforehand in the main station and the branch station. The branch station encodes the commercial N by the decided bit rate and stores it in a server.
