An apparatus for skimming oil spilled on water and a method therefor which apparatus includes a suction unit (100) including a floating suction unit (130) floated at a predetermined height for quickly sucking a floating oil spread on the wide surfaces of water (sea), and an ejector (120) for generating a sucking force based on a pressure drop generated when a liquid passes through at a high speed based on a main pump (110) for generating a suction force in the floating suction unit (130), a separation unit (200) including an open separation tank (220) installed in the interior of the vessel, in which separation unit (200) a portion of the bottom of the vessel is opened so that the mixed liquid sucked by the suction unit (130) is separated based on a specific gravity difference, and the water from which oil is separated is automatically discharged, and a transfer control unit (300) including a multiple tiers pump (330, 340, 350) for transferring the liquid of the separation unit (200), water-oil sensors (310, 311, 312) installed in each separation unit for controlling the operation of the pump and a control panel (320) and controllers (321, 322, 323) for implementing a control operation in accordance with a signal from the water-oil sensor, for thereby providing a new concept of an oil pollution prevention and recovery vessel capable of an excellent oil skimming capability and more quickly skimming an oil spread for thereby decreasing a manpower and a cost for preventing and recovering an oil pollution on water.
