PROBLEM TO BE SOLVED: To obtain a material giving a dielectric layer high in voltage resistance and excellent in transparency by including specific glass powder having a specified diameter as a constituent and forming in a shape of green sheet. SOLUTION: This material contains glass powder having a 50% particle diameter of <=2.8μm, preferably further a maximum particle diameter of <=18μm as a constituent. The glass powder preferably comprises a green sheet comprising 60-80 wt.% of glass powder, 0-10 wt.% of ceramic powder (e.g. alumina), 5-30 wt.% of a thermoplastic resin (e.g. polybutyl methacrylate resin), and 0-10 wt.% of a plasticizer (e.g. dioctyl phthalate). The glass powder preferably has a composition comprising 50-75 wt.% of PbO, 2-30 wt.% of B2 O3 , 2-35 wt.% of SiO2 , and 0-20 wt.% of ZnO or a composition comprising 30-55 wt.% of PbO, 10-40 wt.% of B2 O3 , 1-15 wt.% of SiO2 , 0-30 wt.% of ZnO, and 0-30 wt.% of BaO+CaO+Bi2 O3 .
