PROBLEM TO BE SOLVED: To make communication by a PHS performable without increasing the number of communication lines and arranging additional PHS stations which require an expensive and large scale work. SOLUTION: A line controlling section 21 has PHS station connection section 22. The section 21 and a portion of the section 22 are connected to an ISDN communication line for communication. The section 22 is connected to the communication line of a PHS station and communication through the connected communication line and the connected ISDN communication line by the section 21 can be performed.
