摘要 <p>PROBLEM TO BE SOLVED: To eliminate the need for a camera shake correcting device by detecting a mobile quantity per unit time of an animation input means and multiplexing information indicating the mobile quantity on an encoding string which is outputted from an encoding means. SOLUTION: An image encoding device comprises a camera part 1, an MPEG 2 video encoding part 2 and a camera shake detecting part 3. Here, the camera shake detecting part 3 is physically integrated with the camera part 1 so as to detect the vibration of a camera device in a horizontal direction or a longitudinal direction by, for example, an angle speed sensor, etc. Then, a camera shake information obtained by the camera shake detecting part 3 is multiplexed on a bit stream 6 which is outputted from the MPEG 2 video encoding part 2 as a pan scan parameter. When the encoding string (stream) encoded by the image encoding device is reproduced, whether the camera shake correction is executed or not is decided by selecting whether the pan scan parameter is used or not when decoding.</p>
