PROBLEM TO BE SOLVED: To make it possible to output multiplexed packet telemetries within fixed delay time by outputting all remaining packet telemetries less than a transfer frame at the timing of a time-out signal from a timer circuit. SOLUTION: Two timer circuits are turned to time-out states in the order of 2nd and 1st timer circuits 21a, 20a and 1st and 2nd time-out signals 22, 23 are successively outputted from the 1st and 2nd timer circuits 20a, 21a. At the timing of a succeeding transfer frame, a signal 14 for turning a 1st buffer circuit 2a to a readable state and a signal 15 for turning a 2nd buffer circuit 3a to a readable state are outputted. Then a telemetry transmission circuit 6 inserts PDU parallel data 18 into which a fill packet is inserted into the data part of the transfer frame and transmits the data as transfer frame data 19.
