PROBLEM TO BE SOLVED: To provide the moving image coder that encodes a moving image with high image quality in a short time and is suitable especially for coding data for a storage medium. SOLUTION: A moving image signal is divided into small period blocks such is 1 to 10 min and 1st coding is applied to each block to collect statistical data by a coding section 103 and the statistical data relating to the received moving image signal are stored in a storage section 107. Furthermore, the moving image signal is delayed for a prescribed time, the result of 1st coding is referenced and 2nd coding is applied to each block at a variable rate by a coding section 104. The 1st coding and the 2nd coding are conducted in a pipeline processing. Thus, the coding is attained with high image quality close to conventional 2-path variable rate coding and in a required time a little longer than the length of an original image. |
